The South St. Paul HRA is a public agency created in 1964 under state legislation. The decision to form a housing authority arose out of the economic distress signals of the 1960's and threats of plant closings in the meatpacking industry. Swift & Company closed its doors in 1969 and Armours in 1979.
Activities in the redevelopment area have ranged from the early urban renewal projects to acquisition/demolition/ remediation of the Armour site. A great deal of thought went into planning the reuse of the area and creating BridgePoint Business Park. New roads and infrastructure were installed. Several businesses have now made their home in BridgePoint: AFSCME, Holtkoetter International, Twin City Bagels, Schadegg Mechanical, Langer Office/Warehouse Condos, NetSource as well as many others. The areas of North and South Concord Street are the focus of current redevelopment plans.
The HRA provides financial and technical assistance to businesses for new equipment, leasehold improvements, acquisition of land, assistance with applications for state grants, sale of bonds and environmental concerns.
Local businesses that have received assistance are: South St. Paul Hotel and Convention Center, Chris Kisch State Farm Insurance, The Black Sheep Coffee Cafe and Mathias Die Company.
The HRA directs the following housing activities: Senior Public Housing; Housing Choice Voucher Program; Home Rehabilitation Loan Program; Blighted Property Acquisition Program and the Rediscover South St. Paul New Construction and Remodel Advisor programs.
The South St. Paul Housing and Redevelopment Authority (HRA) has the responsibility to clear, replan, reconstruct and rehabilitate substandard areas of the City of South St. Paul and to provide decent, safe and affordable housing for persons of low and moderate income. The HRA's primary goal is to reverse the trend of blight and obsolescence by removing conditions detrimental to the health, safety and welfare of the community.
